Section 7.2 The Black Box Problem
To understand the challenges of modern AI, we must start with how these systems process information. With traditional computing, humans write the explicit logic. As Mimi Onuoha and Diana Nucera define it, an algorithm is a series of steps (or set of rules) for solving or performing a task.
However, nowadays modern systems do not operate under these clear, human-written rules. These tools interact with our world through hardware: sensors, devices that detect and respond to some type of input from the physical environment. When physical inputs are processed by complex algorithms, the internal reasoning becomes hidden. The user can’t see how the system is getting the outcomes and this is what is referred to as the Black Box Problem . The algorithms are so complicated that the processes behind them are hidden, even to the people creating them.
As these systems are used for high-stakes societal tasks, the lack of transparency becomes dangerous. Social decision-making is the act of making decisions that have social consequences, or ramifications that can be felt by individual people. Now that AI is deeply integrated into our world, these high-stakes societal tasks are integrated in fields like education, employment, resource allocation, and healthcare. Because these black boxes operate without clear transparency, individuals are left without a way to see or challenge the systems governing these critical societal decisions.
Another negative outcome of the black box is structural racism . This is a system in which public policies, institutional practices, cultural representations, and other norms work in mutually reinforcing ways to perpetuate racial group inequality. A structural analysis of racism identifies dimensions of our history and culture that have allowed privileges associated with “whiteness” and disadvantages associated with “color” to endure and adapt over time. Structural racism is not something that a few people or institutions choose to practice. Instead, it is a feature of the social, economic, and political systems in which we all exist.
When an AI system operates within these deeply ingrained social structures, the inequality might seem like it is created out of nowhere, but it is encoded directly through the data choices made during development. Because the internal reasoning remains hidden from view, affected individuals are left without the means to question or challenge decisions that directly impact their lives.
